The Stylish style I wrote was experiencing a similar bug, where if the friend suggestions were there, highlights would be as well. They would only be hidden is there were no friend suggestions. As far as I know there's no way (with Stylish) to remove the Highlights title without causing some other bugs. If you want a relatively solid solution, you can see my Stylish style at http://userstyles.org/styles/15902 which should also work with Greasemonkey. It gets rid of the left filters too but you can easily customise the code (just take out a couple chunks, its well commented) if you don't want to get rid of it all.
